The Local Development Plan and the Pirton Neighbourhood Plan (PNP)
The PNP is ‘made’ and now carries very significant weight in planning terms. Each successive stage it and the NHDC Local Plan passes, adds weight to its impact in the planning process, but it does not carry ‘full’ weight until the Local Plan itself is adopted.
Details on the progress can be viewed via the NHDC links below. The current situation (21/1/2019) is that the Local Plan has passed through the Local Plan Examination hearing sessions of 2017 and 2018 and, following those, some modifications were proposed. We are currently in the consultation period for the ‘Main Modifications’ to the North Hertfordshire Local Plan 2011 - 2031 which will run until Monday 4th March 2019. If you wish you may comment on the proposed modifications until that date. The details of these can be viewed via ‘Modifications’ on the NHDC Local Plan Progress.

- NHDC Local Plan Progress - The latest information on NHDC’s progress towards the Local Plan
- Strategic Housing Land Availability Assessment (SHLAA) - This document was written following public consultation and considers the amount of land that is available for housing development, with particular emphasis on demonstrating that there is sufficient land available to meet future housing targets - the latter includes three potential sites for Pirton - see page 44 of the linked document. - Community Infrastructure Levy (CIL) - To help deliver their vision it is proposed that communities that produce a neighbourhood plan or Order, and secure the consent of local people in a Referendum, could potentially benefit from 25% (only 15% without a NP) of the revenue from the CIL arising from the development that takes place in their area. The community will be able to decide what infrastructure projects they wish to pursue in their area.
However, NHDC is not currently looking to implement a Community Infrastructure Levy (CIL), but will decision will be reviewing that decision.
- Saved Local Plan Policies - A number of policies from North Hertfordshire District Local Plan No. 2 with Alterations (April 1996) were saved pending a new Local Plan.
